cops_ngps_cnrs: hourly ZTD and IWV from GPS data taken by CNRS during COPS 2007

Summary
The zenith total delay ZTD (mm) is the 0-level product of the GPS data processing. It should be used for assimilation purpose.
The integrated water vapour IWV (kg/m**2) is the 1-level product of the GPS data. The conversion from ZTD to IWV is done following Bevis et al. 1982.
The surface pressure and temperature used in ZTD to IWV conversion have been interpolated from nearby mesonet station.
