cops_ngps: contains data from GPS Network during COPS Campaign

Summary
The GPS network has been set up by the cooperation between the GFZ (Galina Dick) and the Service d'Aeronomie (Paris, France). The data from 209 and 84 stations in the COPS domain are processes by both GFZ and Service d'Aeronomie, respectively.
Products such as
ZTD=total_delay_of_signal_along_zenith_path
ZWD=total_delay_of_signal_along_zenith_path_due_to_water_vapor
and the respective errors are delivered by both partners.
