dop_ddom_qbolam33_alrt: XML alert file based on 30-km QBOLAM model (APAT, Italy)

Summary
XML alert based on the 60-h precipitation forecast modelled by the 30-km QBOLAM model operational at APAT (Italian Environment Agency, Rome, Italy). The 30-km QBOLAM model is the driving model of the 10-km QBOLAM model, and it is initialized with ECMWF data 12h before the 10-km model.
Please notice a possible delay in the forecast production (due for instance to a delay in the delivering of the ECMWF boundary and initial conditions...), otherwise the alert should be also available at 3:00 Rome local time.

Description
Due to a technical problem in the alert generation, empty alerts files have been produced from 1. until at least 3. Oct. 2007. Depending on how fast this problem has been fixed for each participating D-PHASE model, the interupt may last a few days longer.
